I think the county wanted the revenue and jobs from the company but not the detriment of the consumption of the product in large quantities.

Alcohol isn't sold of poured anywhere in the county. You can consume it in the county, but you can't buy it in the county.

Some counties used to allow alcohol, but restricted it's sale on Sundays. My wife used to work at a store that had "Sunday Beer". It's alcohol content, as required by law, was half of the normal content. It was required to be sold from a separate cooler. The regular coolers were locked from midnight to midnight.

You can here most places as well.

There are simply a few holdout counties in some states that have laws that were enacted shortly after prohibition was repealed that are still on the books.

Where my wife is from the next town over was where all the restaurants were. The county was dry except in the case of "clubs and other organizations". When you went to a restaurant you were asked to join their "club". You filled out a short membership card and you could order a drink.

Suches, GA, where March Badness and Buelltoberfest are held each year, is a dry county. All around the borders of the county are "last chance" stores.

I go on the JD factory tour once or twice a year, I have always been told the county where jack is made is dry.

But,

I always buy a few bottles from the gift shop @ the factory. ????


I also get a few "tipsy cakes", nothing like get'n a buzz from chocolate cake.

The sales in the factory are deemed "samples" and so don't fall under the law.

They can't pour the samples for you.

The town of Lancaster in MA is dry, Clinton, the next town over has the highest number of bars and package stores per capita in New England...
