For anyone who isn't aware of The OC's strange situation- it's NY's fastest-growing county (population-wise), and it's also the farthest county from NYC that a NYC civil servant can legally domicile, hence it's got an enormous population of highly-trained NYPD vets who've left the 'world's largest street gang' to carry their pensions over to a 'quieter' upstate job. such officers avoid Newburgh like a running cold sore, and opt to work in The OC's more rural towns and villages.
My point?

Orange County, NY has a very high bar for police officers, (esp. given the rigourous, time-consuming NYS civil service "Q-course/wait list"), so to be The OC's Top Cop is tantamount to being one of the state's very top 5 best.

...really a considerable achievemnt
