Some chargers, newer ones, say they work with sealed batteries, some, older ones, don't, and some don't say one way or the other.

Was the problem with the battery, the charger, or the connection between the battery and the charger. A bad connection with the clamps/clips can cause sparks, and if his bike had any residual gas fumes floating about then, well, we just read the possibility.

Wait for the inspector's report.
