Hi Staps2,

No the isolator is to be mounted as you see in your photo, the metal cap is a safety device, incase the isolator fails it limits the down ward motion.

newer isolators from HD have a smaller IIRC sleeve in the center. Drag specialties sells one the original size, its stiffer and will transmit more vibes.
look at all the mounting hardware in that area of you bike from time to time, the OE cast parts are prone to failure.
