I noticed after replacing the light bulbs on my gauges, that the speedo only lights up when the key is in the accessory position, and when turned fully on, both the speedo and tach turn on.

Is something screwy going on, or did they wire up the gauge lights into two separate circuits?

Yes, this is correct. There is even a nice little chart in the service manual that calls it out. Next time RTFM.
