I have read about Baker shifter drums that have a threaded detent plate retaining bolt rather than the crappy e-clip. Has anyone heard of, or perhaps modified the stock shifter drum and have a machine shop tap the drum so it will accept a threaded fastener. Thanks.

I've definitely seen people do that. They put the shift drum in a lathe, cut a bit off of the end just shy of the end of the detent plate, drilled it, tapped it, and put in a screw. Looks very nice when it's done.
