Fuse recovers, push start button, instant fuse blow. Shorted starter motor? 95 S2.

Dave, I suspect it's other wiring. Correct fuse amp?

Have you tried to disconnect the single wire to the starter to see if you can jump start with 12vdc applied to the spade terminal?

Take an inline fuse with a foot of wire on either side of it and the same size fuse as the one that blows. Spade terminal on one side to the starter and jump the other end to the battery briefly. Starter turns and fuse doesn't blow? Wires to and from the switch are the next suspect. Open the switch up and see if a wire has frayed, contacting both the switch and the handlebar.

Jumpered the starter and it works. Reattached the wiring and the bike works fine. Meaning I have an intermittent short somewhere in the wiring harness. I drove it to work 25 miles, we'll see if I get home. Thanks for the input Harleyelf, I will open the handlebar switch and check the condition inside.

Follow up question: The starter relay is mounted on rubber standoff. Should it be super floppy? Seems like it is awful loose.
