I bought a used Buell tank bra from someone here.
It has a long tie attached to one side of it.
I have no idea what it is supposed to attach to, doesn't seem to serve a purpose.

Can someone tell me?

I've got about 45 years of experience with bras, and I never have figured out what the ties are for, or what to attach them to. However it did not take long to learn how to untie them very quickly allowing swift access to the tanks.....

Is it a side, or an end?

IIRC there's an elastic strap on the FRONT, attached to each front corner; it goes forward and around the front of the tank to hold it down and forward against the tank cover.

Maybe?

Yes it is elastic, and it is at the front of the bra, maybe it's come loose on one side on mine.

Joe (Ratbuell) is on the right track. From what I recall, mine loosened up over time as well.

Sure would be nice if we had pdf's of all the accessory installation instructions available to us...

I just went downstairs to my 'Buell basement' and it appears as though I've done a strapendectomy to my S2's tank bra.

Does the bra stay on the bike fine without it?

The elastic is connected to both front corners on the front of the bra.

It is supposed to loop around the tank cover's front screw mounting posts than over the frame & around the opposite mounting post

Well placed industrial velcro works, also & while your down that path... add some to hold your seat on also )

Where do you need Velcro for the seat?

Keep in mind I haven't ridden this bike yet so I didn't know there was a seat problem.

Yes, got rid of the strap. Velcro has proven itself to keep it in place.

On a '96 S2T I doubt anyone will have issues with seat retention, however some earlier S2's didn't do quite as well. I've never had any problems with my late '95 S2, FWIW...

I'm sure that K12 knows this, but earlier Buell's (RS's & RSS's - at least) actually did use Velcro to attach the seat.
