Those have come up here from time to time.
They have no VIN and therefore can't be registered on the street.

I'm not sure how such a thing could be useful.

Depending on the state, you can use it as a wreck replacement. In Maryland, the state police will do a rebuilt-inspection to verify proper components were used, nothing is stolen, and it is safe to operate. Then, MD motor vehicles will issue its own VIN number to the assembly.

If the frame in the auction comes with papers that state it was factory-built...it would be a good candidate for a rebuild piece.

Or...just cool wall art.
