Can anyone tell me why my 99 Xi is blowing
oil out the crank case breather tube on a
regular basis?

Cause you blew a main crank shaft seal...

I am guessing the transmission. The hose is connected to the top of the tranny below the starter.

It isn't. You just need to spend part of a Saturday getting to know your bike : )

You'll need a new seal, and a new primary gasket. If you haven't been in your primary before, you probably still have the paper gasket, the new one will be metal. Also, you should replace your primary chain tensioner. The 99 used the old thin model. That is an accident waiting to happen. Also, there is an updated shifter pawl that makes shifting easier. You have to take your primary chain off anyway, and the pawl is right there. All these parts will set you back about $75.
