is that what these are?

I'm wanting to use a steel swingarm to rebuild a 97 S3, but the swingarm didn't come with any hardware back there, and I'm not sure how the axle slides back and forth to adjust belt tension.

That looks to be the ones you need for a steel swingarm.
I have a set for my extra S2 recall swingarm that I picked up for my RS (still not sure it'll fit!) and the adjusters appear identical to the ones on that auction.
I glass beaded mine and they look much nicer than those - they were the first pieces I 'tested' in my bead cabinet right after I got it.
