OK so I got the used recall rear shock off of Ebay a few months ago.. Haven't had the chance to change it yet (too many other problems with bike)

I intend to change it any time now..
Question is, that small canister of gas/air (or?) connected to shock... Do I need to fill that with something? Or will it be OK as is?

Install it. There is nothing serviceable on that shock that you can do.
