i have read from two different sources about the 99 /s-3 motor... one said that the 99 had a standard heavy flywheel and buell went to the lightened version in 2000.. the other said that the 99 was the first year for the lightened flywheel...which is correct?

All S3s have lightened flywheels in comparison to S2 and Sportster motors, but they were lightened further in either 99 or 2000 (I thought it was 99, but Tom B may be correct).

In 99 x-1 and s-3 which shared the same engine and were fuel injected. they were a change over the 98 models. but the fly wheels were lightened in 2000. part of the reason 2000 models have more recalls due to vibration related problems

Am I right in assuming a lighter flywheel allows the motor to rev faster -- I remember guys with 2 stroke trail bikes would add heavier flywheels to get them to rev slower.
