My wife got me a new tank bag for my x1, for V-day.

It only came with one front attachment strap. So I know its missing one.

For the rear mounting strap. It has a snap on the bag then another strap is attached to the snap/buckle on the other end is a snap/buckle. Should there be a mount strap for the frame at the rear of the tank?

nah, take it, wrap the strap in electrical tape, then take of the tank retaining bracket at the rear (the u chapped silver piece) Put it under, and tighten back down. works liek a charm
