Body cams on cops, & civilians, ( you've probably seen one with a motorcycle rider getting police angry for recording his traffic stop ) both offer evidence for determining guilt, AND offer opportunities to lie by selective aim. ( and editing )

That is some serious money; it sure makes bribery more expensive! Are other PDs in big cities like that? You could wonder how their pensions are set up, as in based on the last 5 years avg actual pay or just the base salary?
Every police dept. In a big city with a Union does the last X years salary calculation. That's why cops looking to retire do as much overtime as possible.
Police CHIEFS get paid pretty good, it's a political job. Most government employees make more than you'd think. Often better than in the private sector. Often twice the pay if you count benefits.
Balance that against the much higher injury & murdered rate for police ( not Chiefs ) compared to every job except convenience store clerks.
I don't begrudge cops their pay. Politicians? Often I do think are way overpaid. Don't know about Seattle.
It's possible the City Council voted pay cut is illegal. There are negotiated contracts involved.
If I were a cop in Seattle, I'd be talking to both my Union and a lawyer.
And I'd seriously consider "doxxing" the names and addresses of the Council that voted me a pay cut. No respectable newspaper would publish such a list, but you don't need that anymore. ( and the local paper? Ha! ) Facebook and Twitter and Instagram might take it down, but that takes time. ( post a picture of a list instead of text. In a meme. ) And a clever meme can go viral.
