There is no public buses or COTA sponsored shuttles that run to the city. I would strongly discourage renting a car as parking is an absolute nightmare at the track, like most tracks. The handbuilt show just announced on their instagram that they will have a free shuttle that runs from the show to COTA, if your hotel is close to 305 s congress (The austin american statesman is the venue).
