For those of you that feel your bike has to much power Buell (Maybe HD's) lawyers came up with a fix.

Does this retrofit the Blast!? I've heard it said for years that the Blast! is too powerful for new riders.

My Suzuki got fitted with a sportbike throttle drum.

I ordered a quick turn throttle for my S1 years ago only to find that the OEM throttle drum had an identical profile. Oh well. The later flatslide upgrade made it unnecessary, anyway.

Some countries limit power for beginning riders, so the manufacturers come up with kits like this to comply. For example, my BMW F800S has two cams on the throttle shaft, they hook the throttle cable to the bigger cam to reduce power and satisfy those country's legal requirements.

I can confirm later but I think this may be the throttle cam kit that alters the rate that the blade opens related to the twist of the grip.
If it's the kit I'm thinking of, it's intent was to soften the throttle opening to eliminate a bog or hiccup. The cable ramp change opened the blade at a different rate but still would open it to 100%. A coworker owned a 06 Ulysses and later bought an 09 (with the different ramp) during the fire sale. He immediately noticed (and commented) on the difference in response at low throttle opening. Peak power was not impacted by the kit.
The other low power kit I'm aware of is what has already been mentioned - a power limiting kit to meet the requirements of some markets.
