http://heavy.com/news/2017/08/why-wasnt-houston-ev acuated-mandatory-evacuation-issued-sylvester-turn er-ed-emmett-abbott-trump-hurricane-harvey/

Evacuation of a city that size kills people. You need a week or more, and that's problematic. The only way to prevent gridlock is controlling access to the express ways. Beyond the capacity of the police, and would cause it's own pile of woe. There'd be complaints from the people delayed & trapped by the controlled access, cries of prejudice in the selection process, & the surface roads would gridlock bad in the last day panic.

No city has dared rehearsing such an evacuation. Which neighborhoods go first? What happens when the news announces that "the suburb of rose heights is now open for looting, while police focus on evacuating violet valley" ??

The disruption to business would be epic. Most small businesses can't close for a week plus and pay the bills. Most people just can't take two weeks off just to play disaster. It's just not going to happen.

But feel free to trash the mayor. No matter that he had no winning hand to play. : )

Fine here in Spring. Entrances to the neighborhood are flooded, and power is out, but I'm on a bit of a hill, and my standby generator is keeping the lights on. Watching "never cry wolf" with my neighbors, and drinking black strap rum. It was a good day. : )

Some reality says that once depresion actually entered gulf, 56 hours was what it took to achieve cat 3 status and landfall. That is unprecedented in records of storms on the 3rd coast. I live in Angleton and we've had very little rain yesterday and today. Meanwhile ,my daughter in porter kingwood has had right at 22" of rain. We've stayed put and daughter has stayed put. Neither of us has flooded yet. I am so not underplaying others misfortune in this storm as a lot of our fellow gulf Coast neighbors are out of their homes and more to be put out of their homes over rest of the week. Houston mayor made statement on weather channel this morning which is first admission of fault in creating an evacuation situation as last two evacuations from storms has been a total disaster. Putting that many people on road at one time is nothing short of a total disaster. It wasn't this way in 1961 with Carla and my parents in charge of me. Was a disaster in this area but handled by folks who took charge of their life, did the repairs in community as groups and neighbors, and got thru it as a community. Where is this thought process gone to?
Sorry bout rant, but somehow these storms keep showing up in my life. I try to stand up to my folks standards as to live my life to! Sleep well all!

In Kilgore we're at the far fringes of Harvey's reach. From the sound of it, the tree frogs are planning something. They've enjoyed ideal climate this Summer, not too hot and plenty moist. I've yet to run a lawn sprinkler. I think they've multiplied more than usual and are looKing to leverage their numbers.

We made it through. The major rain band pounding us Friday night ended just short of flooding us. We were pretty certain we were going to flood. From nothing to lapping at the seam of the foundation in just 3 hours! The sewers were draining just not as fast as the rain was falling. The waterline receeded back to the sidewalk. Then came the second heavy rain band. The water came right up to the door again. This has happened two more times only the water rose less and drained more as the rain volumes were less and we had shorter duration rain bands. We never lost power or internet. My street is at 23 feet above sea level. We are very lucky. My prayers are going out to all of those that are flooded and have lost everything.

Jim 2, glad you are doing good. Holler if you need anything. Down in Brazoria county all exits are flooded in. So will be much later in week before we could move about. Including work I think.
Hootowl, I bet your laundry load increased threefold , trying to keep those koi dry! Lol!
Reepicheep, I haven't heard from buellerxt but once since you took his bike away from him. All kidding aside , I've seen one post since then. I don't have any other way to keep contact. Only met him once as well.
Take care for day 3 all.

Until December of last year, I was in in Texas City. Touched base with some old friends and they're getting pretty well hammered. Lots of flooding and many houses will have to be condemned and torn down. The neighborhood I lived in has about 4 to 5 feet of water.

Phoenix is looking better and better to me...

Sorry guys, I have been getting family members settled today and admittedly I've not checked in on Badweb since this started. Things have really gone bad fast over the last 24 hours but we're still dry and with power. I just got a call from our oldest daughter who is really scared. She is in a voluntary evac. area but a neighbor got water in their house. The rain has been heavy all day here in Sugar Land and the NWS is forecasting 15" more over the next three days. With the Brazos river forecasted to crest late tomorrow at 59', if we get 15" more it could be very bad. On the other hand the local weatherman has a better, less rain, forecast. Fingers are crossed. As for not calling for evacuations last week, bunk. Naysayers and critics love this crap. No fingers to be pointed on this one. It surprised us all.

Besides...we saw what happens when you try to move that many people during Rita. Cluster f$&@. More people died in the evacuation than from the storm.

It's a dirty little secret that is well known. No one has evacuated a modern city. Given a week? You'd just get people coming back jamming up the exit. No city I know has a road net that won't jam solid to a stop if even the majority tried to flee in under 24 hours.

Some people won't leave.

When volcanoes erupt even when hot poisonous volcanic gases fill the streets. Small villages with weeks of notice and armed troops forcing people onto buses? That has worked. But if the disaster doesn't happen on time? They return to die. Happens all the time.

The Mayor of New Orleans deserved far more blame, even prison after he never bothered to even read the City's disaster plan. Then lied and postured while people suffered. It's not like every description of New Orleans didn't read "Historic..... Mardi Gras...... below sea level...... doomed to flood the next big storm."

So while I'd love to pick on the Mayor of Houston, his decision not to have mass casualties in flooding traffic jams was not criminal. Happy to pile on if he has or does act like a dictator on ego overdose.

FEMA faces the old problem. Emergency supplies in the emergency zone are gone. You have to bring them in from outside. No choice. I wish them luck.

They also face the problem of setting up medium term housing, then getting some people to leave. Every refugee camp has a small number that won't give up the comforts of zero responsibility. Lucky for society they don't help anyone anyway. And we are far too soft hearted to use this phenomenon to practice eugenics. ( thank the Deity of your choice )

My Parents and Brother's family are in Magnolia ans Spring, near Huston. They have been mostly OK since they are on higher ground, but it is starting to get worrisome when it comes to getting food and supplies. Dad was really smart and stocked up before the run on the stores happened so they are good. Brother needed some stuff and has been standing in line at the Krogers for almost 2 hours and is still at least that from the door. He said they are limiting purchases for each group of people and the word is, the store will be empty later today.

They are in good spirits and riding the storms out. My brother has his boat ready to go, just in case.
