Hi folks, I am seeking advice on a design app that will allow me to have multiple layers of images.

I have a few graphic ideas and what, essentially, I am wanting to do it use a bottom layer to be my outline and then put a design on the top, fit within the outline of the bottom layer, and then remove the bottom layer.
Does that make sense? I might not be explaining it well.

Anyone know of anything for the laptop or android tablet (samsung tab4)?
Free would be wonderful! lol

I would seek professional help, but I am playing with several ideas and want to learn how to do this myself so I can create them all into stickers and shirts.

GIMP has been around for almost 20 years and is the free, open-source alternative to Adobe Photoshop. It can do everything you mentioned - layers, paths, masks, channels, etc. Like Photoshop, learning the tool takes time but should be considered an investment. Also, just about all skills you learn are directly transferable to Photoshop, should you ever switch apps.

There are tons of tutorials and examples online to help you get started.

Paint.Net on Windows is my go to free photoshop clone. I prefer it to Gimp.

I've been using Irfanview at work and home for almost all my graphic editing.
Not sure if it does what you want but it does a whole lot more than I need it to.
