The NDAA establishes 'funding' for the Domestic operations against 'terrorism'

So who is a Terrorist ?....
Terrorism is defined by the U.S. Department of Defense (DOD) as: “The calculated use
of unlawful violence or threat of unlawful violence to inculcate fear; intended to coerce or to intimidate governments or societies in the pursuit of goals that are generally political, religious, or ideological.”

Essentially ANYBODY that is NOT a military uniformed member of a formalized command force and structure under an appointed and recognized leader.... but with caveated exceptions as needs and 'threats' may warrant.

Who is a 'Terrorist' ?
Do you go to a church that the administration doesn't agree with ?
Have you given any money to an organization that the administration doesn't agree with ?
Do you have private arms (you know - guns) in caliber, quantity, or look that the administration doesn't agree with ?
Do you have friends that have guns that the administration doesn't agree with ?
Do you have family members that have guns that the administration doesn't agree with ?
Do you have food preparations beyond 72 hours that the administration doesn't agree with ?
Do you belong to a political group that the administration doesn't agree with ?
Do you live in a region that is known to oppose the views that the administration doesn't agree with ?
Do you have a brain in your head that the administration doesn't agree with ?

Congratulations - you are a terrorist !

(PS if they don't KNOW you are a terrorist - you still maybe rounded up and held until such time is determined that you are not an <immediate> threat)

I'm an outsider on US politics & so far have kept well away, I've no wish to get into the rep/dem p*ssing contest or the gun debate.

However as I'm likely to be a neighbour soon & passing regularly across your great land, I feel I should at least try & keep myself informed a bit.

I feel I should also point out to you that, outside the USA, the NSA has a less than spotless reputation these days (that is nobody outside trusts them farther than they can throw them) since they got caught spying on their friends, repeatedly, after they said they weren't, again.

The questions that spring to my mind in all this is who's behind it & why?
From what I've read, both online & between the lines, "Big Ears" seems to be a facade & therefore somebody or somebodies must be pulling the strings.

My cynical first reaction is usually "follow the money" but I have no idea where to even start looking.

As I say I have no axe to grind in any of this, but the consequences may affect me in an indirect manner, so I'm trying to get my head around it all with a view to avoiding trouble.

A little on the NSA charter.... there has never been a prohibition or limitation on what they could, where they could , how they would collect, store, archive, mine, or exploit SigInt (Signals Intelligence)

You put it in the air, over the cable, over the ip, and through your phone, it always was and always has been fair game.

The 'oversight' was that they were not supposed to target Us Citizens.... but when you GRAB EVERY communication you can - then you are not really 'targetting' now are you ?

During the Cold War there were many black box off books listening posts - when the Soviet Threat went away - those assets didn't closed - they merely repurposed for a new threat, cyber this, tax evasion that, digital piracy such and such, and global terrorism hulaballoo.

There was no draw down
There was no off switch
They have not changed - except in scope and depth.

They , and when I was in (we) have owned your phone since 1987 - probably before that too - but I was in with the best stereo set in the world, and on a clear night - you may not have been able to see into Russia - but you could certainly hear into it.

Your phone is a FCC Radio Frequency Device : That is indeed the lane of travel for the NSA - from day one.
