Just what is an earned income credit? Is it a redistribution under the guise of a refund? That's blunt, but I don't know how to phrase it much better. One would think that if someone did not make a threshold amount, that they'd not have to pay taxes. But this sounds like it's the reverse - more "back" than paid in, without saying as much...

It's an incentive to work, even at a lower wage job, rather than collect welfare which is an even larger burden on taxpayers.
