Ahh yes. I remember the public humiliation aspect of school.
One of the top reasons I HATED school from elementary onwards.
I did have good teachers but most seemed to be powertrip-bully types.

Did the reporter question the mother about the excuses for the daughter's homework? Did the mother know the daughter was providing excuses and not getting the work done? Did the teacher make contact with the parent? At that grade level weekly reports go home did the parent provide the excuses. Poor journalism.

Wait until little Cassandra is in her twenties and her boss says "I'm tired of your excuses. Clean out your desk, your fired!" That's going to mess with her self esteem.
Kind of harsh on a 3rd grader, though.

When I was 13yrs old my science teacher frequently called me goldilocks in front of my class. (I always thought this was really dumb and a pitiful insult because though my hair was very long at the time it's black not blonde) This was in very rural Mississippi, I was the only boy in school with long hair. (other than the occasional mullet)
Anyway, my revenge was to make straight A's, I got every question right on every test, even the extra credit. And I rubbed it in her face. And no she wasn't using reverse psychology or trying to motivate me. I vividly remember her actively being mean and hateful to me and she wasn't happy that I did so well in class.
