crop management there has to be a 'perfect' ratio to population, birthrates, mortality rates, consumption, production output, lifespan and transactional proclivity. On somebody's balance sheet somewhere - it is how they will think that children quotos, abortions, gay sex - limit population enough not to be a drag on the quotient; while still achieving the nominal required return on investment.... conversely in areas where production is more labor intensive, more manufactured based, more resource laden .... be fruitful and multiply !

In taxes, there is the "Laffer Curve". Which simply put, at 0% taxes, you get 0 revenue. At 100% taxes you get 0 revenue. Draw a bell curve between the 2 and you get fairly close to reality....
The smart way to do taxes is through experiment, to find the happy spot with maximum revenue and minimum pain.
What IS done is write the tax rules to favor those who bribe politicians.
In the case of birthrate, etc. It's not that we have too few kids. Legal immigration will cover any losses due to the decadent drop in birth rate among First world nations. ( except where the "melting pot" does not exist or has been suborned by the "diversity" movement. )
