Can't recall exactly how off-hand but it came up when I inquired about swapping frames on my S3 and re-titling it. In Wisconsin, we need a bill of sale from either the frame OR the motor. Then it's just a matter of building it to street legel specs. Then having a state patrol officer sign off that it meets the requirements and is street legal.
