What's the best way....

I have sanded and used scotchbright disks on a 90 but takes a month of sundays.

Is there a better way than good ol' fashion elbow lube?

long ago i had to strip a poorly chromed Norton timing cover...the chrome came off quick enuff,but the nickle underneath did'nt.i'd blast it w/glass bead or fine sand,then polish.JMTCW.

blast with fairly abrasive stuff

really agressive wire brush (both of these will leave the base material lookin like it went through a war, of course, but it won't be shiney anymore!)

create a chip in a non-visable area, and work from there (not always doable, specially if it was chromed by a knowledge worker)

take it to a chrome business -- that can un-chrome as well as chrome, ya know

talk to a chomer, they have to remove all old chrome before they can re-chrome anything and the last i knew they used a chemical bath to strip it all off rather quickly. maybe they would be interested in doing it for you
