I have slowly been replacing my stator over the winter. Now that I have it done and bike back together, bike won't start. I have fully charged the battery prior to. I never got a chance to run the fuel out, could this be the issue? Starter seems to be trying, but bike won't turn. Any suggestions?

Are you saying the starter motor is unable to turn the engine over?

See if starter fluid will do it - drop bowl and check for water, and get rid of old fuel.

I take it you replaced the STATOR (as in the charging system). Does the engine turn over or just clicks? If the engine does not rotate (as in turns over) fuel is not a problem YET. Did you clean and tighten the battery cables on BOTH ENDS.

If just clicking - loose grounds, if trying to turn over, check for getting spark, if so, then do as I suggested for fuel, but it could just be a clogged primary - replace.
