Trying to remove the swingarm from the mounting block. There is a 3/16" Allen bolt on the inner right side of the pivot pin. Does anybody know whether it is right or left hand thread? Do I even need to remove it or do I just tap the pin through with a piece of dowel?

The 3/16" Allen headed bolt connects the right and left T-bushings (adjustment bolts in FSM)and is used for setting preload on the swingarm bearings(tapered roller).

Yes it is right hand thread and needs to be removed to remove the swingarm.

Here's the parts book breakdown, it doesn't show the left side threaded adjustment bolt.
