Does blues Loctite work on a BRASS nut on a steel bolt?

It should work but don't expect the brass nut to last long on the steel bolt. Especially if the bolt sees any type of vibration.

Threadlockers will cure with a brass nut as well as a steel nut.

Look in the lower left corner for the listing of metals. Active surfaces will cure the threadlocker compound.

Aluminum casting alloys have just enough active metals present to cure the threadlocker, just more slowly.

There's typically no need to worry about active versus inactive surfaces for the thread lockers (#243 blue or #263 red) used on the Buell as they are "primerless" thread lockers.

The inactive metals concern only comes into play when primer is required, specifically for non-primerless compounds or "if the threadlocker will be applied below 40°F (4°C), pre-treat with
Loctite® 7649™ Primer N™ or Loctite® QuickStix™ 7088™ Primer."
