Is it normal for the front brakes to stutter? Brand new pads, no apparent deformities or faults in rotor, fluid is good, lever is completely responsive...just not smooth. Ever since I got the bike, and no accidents from previous owner. Calipers? Do I need to remove rotor and test for perfect flatness?

Do a search for pulsing brakes and you will find all your answers.

The brake pads leave deposits on the rotor causing this and it can be cleaned.

Try to steer away from using organic pads.
