I have a 2001 Blast in need of a frame, and someone is offering me a 2002 frame. The parts book lists different part numbers, so I know they are not identical, but is the 2002 close enough to use on the 2001?

They are the same. The part number changes for the frame every year, regardless of which Buell model it is.
