As promised, here's pic's and dimensions of the M2 saddle bag bracket.
When the bracket is mounted on the bike, the tab ears point forward.

The bracket is about .110 thick. About 12 gage sheet stock.
Thicker could be used, I wouldn't go thinner as the stock bracket does bend.
All dimensions are measured from the center of the stock.
None of the dimensions are terribly critical.
Just dont make the center section too long as it won't fit between the frame rails.
