Ok, i have tries heat, WD-40 and lots of whacks with a hammer and I cannot get the lower bearing off. I know the bearing is now shot, that's fine, but I NEED to get it off. Any suggestions? I could cut it off, but I'm afraid that I might knick the shaft on the tree.

Just a SWAG, have you tried putting it in the freezer? It should nearly fall off when chilled.

dremel it... cut the race right in half.. these are an interference fit and with out the appropiate puller are quite difficult to move.. .. if in a pinch these can simply be cut in half for removal.. for installation the new bearing is normally heated and the neck frozen to make it so that these can be dropped into place.. if done correctly I have seen people use pvc pipe to drive the bearing home.

I just changed my steering stem bearings, and had to deal with this problem, so will add post mortem. Take a cold chisel and cut the bearing cage which is soft and easy to remove. Then with the shaft clamped in a vice upside down, heat the race. On my M2 there was sufficient angle to get the chisel onto the race and tap him down. It would not move with heat and pliers, but gentle taps moved him fine.
