I have a 2003 XB9S that is having a problem getting started. when I turn on the ignition, the gauges sweep, lights come on, but thats about all. Whats missing is the Check engine light that stays on for 4 seconds and the fuel pump priming sound. I have checked the power to the ecm and even swapped it out with the factory one. I have also checked the power to the fuel pump connector...nothing. The engine will crank all day but it wont turn over.

The start relay was a little loose at first and the lights were not coming on, but I switched them around and the lights came on. Would the ignition relay allow the starter to crank?

The ECM is what fires up the fuel pump and check engine light. See if you can get ECMspy to work and check out the ECM. My guess is that you have a broken wire in the harness.
