Just had the dealership fit a new belt (warranty, thank God!) to my '07 XB12R. The previous one snapped at 16,000 kms. There is almost zero play in the new belt, and I can't turn the tensioner pulley by hand. Is this how it should be? With the old belt, the pulley turned by hand very easily. Don't want to be snapping another belt. Thanks!

Normal...you should see what its like when you're actually installing it the first time. You'd swear it's one tooth too short. They stretch just a little, and then stop.
