Had both my XB's in for service late last year. When I got them back they both ran poorly around 3k RPM's. I'm thinking this vacuum leak has something to do with it. This nipple in on the throttle body just below the airbox. Can I just cap it or is there supposed to be a vacuum line connected to it?

The easiest thing to do would be to cap it. THAT way...you can still get on it and go places.

Then get a hold of a manual, and find out where it's "supposed" to go and route it correctly.

Hell...it may just be plugged!

Should be plugged, it has to do w/ Calif emissions equipment (not an issue in Utah, I suppose). I have rough running issues and that was one thing I checked for first, per a Badwebber's suggestion.

Nice, thanks. I capped it anyway once I found it. It's irritating, take a brand new bike in for service and they do a halfass job putting it back together. Spark plug wires on both bikes were merely resting on the rear plugs also. Thanks again for the info though.
