There is a 90 degree hose fitting on the right hand side of the throttle body, that when i looked under the cover does not have a hose connected to is, is this normal.

Normal? yes, but there should be a black rubber plug on it to prevent air from getting in, your dealer should have them if yours is missing this (or any autoparts store will have them too)

On CA models the carbon EPA canister routes to that fitting.

My 04 xb12r did not have one either I plugged it anyway .
