I know Buell has a patent for Stainless plated Aluminum discs, but has any production street Buell ever come with them? When I changed my tires this weekend I washed the wheels and noticed that the discs definitely appeared to be plated with something, but the core metal didn't look like aluminum. What are they?

They are solid stainless steel with a machine ground finish which is then further affected in its appearance through normal use.

I don't know for sure if any Buell street bike ever utilized stainless over aluminum brake rotor(s). I don't think so. I'm also guessing that "plating" would be the wrong word to describe such brake rotors, "clad" would probably be more accurate.
