I am looking at a D&D slip on marked for 97-98 S3T. Does anyone know if it will fit a '99 S3T?

Nope, frame change in 99, pipe goes under frame on 99-02, over frame on 97-98 (with heatshields).
I could be wrong?

Odd that a muffler would be labeled as fitting '97-'98 S3T, considering the '97 is a 2" and the '98 is a 2.5".

'99 is a 2.5" as well, but I think you'll find that all the slip-on manufacturers list a different piece for the '99 from the '98. As Aesquire pointed out, the header is different, and although they're the same diameter, the collector ends up in a slightly different place.
