Has anyone had this problem??
It was so bad that I had to cut the boot
off and clean all the rust on the cable
and bolts.
Then I just replaced it with black electrical tape.

That has happened to others.

The problem on that is that the boot should be pulled down over the end of the crimped on metal fitting far enough that the metal is exposed at the top. When it is pulled down that far, it fits snug enough fit that it will not leak (and water does not leak through the crimped part).

But if it is up on the black plastic sheath, it will not fit tight enough to seal and it can trap the water at the bottom end. If it is on the sheath, even using a cable tie will not make the boot fit tight enough to keep it from leaking.

That is another area where a light coating of dielectic grease on the metal parts does two things for you. It keeps the metal parts inside the boot from rusting and it also makes sliding the boot on and off easier.

Might consider pulling the cable to lubricate it. Check/change your primary oil and get a new boot. Tie rap it at the top and bottom to help keep the water out.

"..stupid design on the boot..."

Not so. It is the dealers, service people, and owners that do not pull the boot down far enough that it seals at the top and drains at the bottom. I'd still add a light coating of a silicone compound or waterproof grease just to keep moisture from building up in the boot.

Rust never sleeps...

Cable ties + grease FTW.

They won't help much when the retainer clip busts and the header melts a huge hole in the boot, though.
