I am assuming that you are talking about the best shock for a tuber?

The latest iteration that is 14.5" between eyes (not the 16.5") is a very good shock. It requires a different front shock mount bracket than the longer shock version. It is very beefy on the ends where it needs to be, and can be rebuilt like the older ones (as it should be about every two years).

The old white spring shocks are unsafe, as they are subject to catastrophic failure...not a good thing. However, I know folks who still run them and have not had "the BIG one", but I wouldn't do it...it is just a risk that I would prefer not to take. The payback for failure is a mofo.

You can pick up one of these newer style shocks off of ebay for about $100 to $125, sometimes with the front bracket.
