You might as well just bore enough to clean up. You won't really be gaining anything at 0.040". Of course you must bore to the "new" pistons for a proper fit.

i blow a piston in half i need to bore it out i just don't know how much is to much. they make a piston that is .040 over so i want to know if i able to use these.

Beyond .040 the sleeve would become too thin. If you blew a piston in half, I don't know if .040 would clean that up. You might need to get a set of used cylinders and start from there.
