I have a PM wheel I need to replace the pulley on. Are the pulley bolts loctited in the wheel?

Yes. A good sized 1/2" drive socket wrench should get them loose in good form.

I've had good luck heating the bolt heads with a propane torch before putting the wrench to 'em, it seems to loosen up the thread locker that the factory puts in there.
