On the crankshaft under the cam cover the Inner race that has the retaining ring attached to it, is allowed to rotate on the shaft and even slide out on the crankshaft. Is is suppose to be allowed to do this?

Definitely NO.
Itīs supposed to be a press fit on the shaft.
