my bike has 31,000 miles, but has always had the correct tune ups right on schedule. When should I replace inside pieces like rebuilding is what I mean I guess?

When indicated by excessive oil usage and/or loss of performance. This can be further verified by a competent mechanic via leak-down and compression testing on each cylinder.
