I am not sure if this is the proper board to post this question to but here goes. I recently moved to DE from PA. I need to get my bike registered here in DE and the local HD dealer suggested that I remove my V&H Slip-on and install the stock muffler. So I purchased all of the mounting brackets needed to perform the install. Now once I get through the inspection, I would like to invest in a new system that is legal in DE but I would like to get back the performance that I will loose by re-installing the stock muffler.

Here is what I would like to get out of the upgrade. Better performance, Sound should be nice but I have to be careful here because DE has decible ratings I need to pass, no repacking would be nice. I plan on obtaining a race ECM because I understand that this will also increase my performance as well. I do not plan on installing a new air intake but I will be running a K&N filter. I would also like to get the headers jet-hot coated. There are so many options out there but I was hoping to get some feed back.

Please chime in with your opinions and if this is the wrong board for this post, please point me in the right direction.

Ah, you seek the holy grail. There is not really an aftermarket option that is street legal. They are all for off-road use only. That said there was at one time a "Buell Pro Series" slip on which was made by Supertrapp which used the disk system. More disks for more power, but also more noise. It utilizes the stock header.
This is not to be confused with the "Buell Race Can" which is a glass packed can which requires the "race header", and occasional re-packing.

The Buell Pro Series and the Supertrapp IDS are the same pipe other than branding. Buell discontinued the Buell branded one, but the ST branded mufflers are still available. I like it, some don't. It's the pipe I run on my S3, and will be running one on the race header on my S1W once I get it back on the road. With a bunch of discs removed, I bet you could meet the sound level requirements and yet still be able to add discs to get the power and sound back. You know, for when you're using it on the track ;)

There's been a number of people who have modified their stock pipe, apparently if you hack off the end and modify the pipes inside it your sound is good without too much noise and power goes up.
