I just installed some real nice little, high quality LED turn signals from Shock Racing: http://www.shockracing.com/products/index.php?c=Marker%20lights
On my '04 XB12S. My problem is, they don't blink!
I know there's a remedy for this, but I don't know what it is?
Anyone out there have any experience, or Info? Al?

I'm no electrical wizard, but I seem to remember that you must get the polarity right on LED lights in order for them to work.

Thats true, bulbs would not be polarity sensitive, LED's are. Also, the LED's may not be drawing enough current to allow the relay to work right, though that usually shows up as blinking too fast.

It's also easy to blow a fuse doing that job, so check that as well.

The LED's are working and wired correctly. They just don't blink and the blinker makes a weird buzzing noise.
The directions made it clear that green was ground, as in AC wiring, and blue was positive.
I also know that black is the common ground on the Buell.
I seem to remember there being a necessity for some sort of resistor, or something???

Reep is right. The blinking too fast is likely what you are hearing in the relay. It is probably opening and closing too fast for you to see the LEDs blink. Adding a resistor would increase the current and slow the relay. It's definitely worth a try. Resistors are cheap.
