I'm wondering how far the lower bushing is driven into the female leg. I do not have the factory tool and just pushed it in to allow room for the seal. Now I'm thinking that it needs to go in farther.Also I need confirmation on the position of the lower bushing,does the step go up as in the photo? The fork is OK, no binding. The photo shows the stack.seal and bushings

Upon further investigation, (like they say) it cannot go any other way, so it is correct and the photo is right.

I just had my ROMAs apart for the seal change. Also did it without the tool. You know that step that says heat the leg to allow the lower bushing to exit easier. It works the oppisite way also. A little tap(with a wood dowel) and it dropped in to the fully seated position. And yes the spring and clips can be installed by one person without a spring compressor.
