How is the lower aluminum lug attached to the steel male slider on a WP 1996 S1 front fork? I want to powder coat the lug and was wondering if I will somehow hurt the fit.

I'm not certain, but I believe the slider is threaded into the lower lug. Hopefully someone will confirm. The service manual doesn't give any indication. : (

If it is threaded ,its probably has a sealant and/or loctite on the treaded area. I could loose the seal and/or melt the loctite if I was to heat the lug up to powder coat it. Like you said, hope someone confirms.
