Just from the Maryland MVA: "This is a summary of bills passed by the General Assembly...." "HB 221 Vehicle Laws - Motorcycles - Definition This bill alters the definition of "motorcycle" under the Maryland Vehicle Law. Motorcycle means a vehicle that: 1. Has motive power 2. Has a seat or saddle for the use of the rider 3. Is designed to travel: a: On not more than three wheels in contact with the ground b: At speeds exceeding 35 miles per hour 4. Is of a type required to comply with all motor vehicle safety standards applicable to motorcycles under federal law. Effective - immediately" Well. I guess we're finally going to start seeing helmets and license plates on all those scooters buzzing around! I wondered when they'd figure out they were losing a TON of revenue by not licensing and taxing those things.... Also - effective 10/01/08 Maryland will FINALLY have a NORMAL size license plate, just like everyone else. 7"x4" for a motorcycle. (HB 844) | ||

Rat, awesome one of my pet peeves being an instructor seeing the 49cc scooters, non insured riders out there with no gear. Hopefully the police will start issuing citations. They are costing us money as they ride like that today! K | ||

Just an FYI for those thinking that you can ride a scooter 49cc and under to get the M-endorsement in Md......You can't! I hear police are starting to issue citations to the illegal scooter riders on public roads. K | ||

Hey Jack here you go  Maryland Vehicle Law 11-134.5 says A motor scooter can not be used to obtain a class "M" license. Here is the definition I have in my examiners manual: Motor Scooter means NON-PEDAL vehicle, the distinguishing characteristic of which is a"step-through" chassis. If the scooter has a motor that has internal combustion engine, with a capacity of 50 cubic centimeters piston displacement or less, it can not be used as a motorcycle for testing. All motor scooters are equipped with an automatic transmission and a rating of 2.7 brake horsepower or less. This what I showed you in my book. I wonder how many brain bucket wearers are going to cuss me out if they don't make M class this weekend. I have to charge Mental Sufferage FEE extra for my time there K | ||

The way that reads to me though is you can use a 150cc "scooter" to get your M-cert. | ||

Me too, we'll see what happens after this weekend. Remember the 150cc has to have Md tag with insurance, and the operator has to obey motorcycle laws in Md. I remember rider's to be, seeking the smallest size MC to test with. AND I was surfing Craigs list today and saw an ad under Motorcycle, Baltimore, the first 200 ads. There is someone who is renting their personal small cc motorcycle for $200.00 a skill eval. Free market opportunities! K | ||

Hey Jack, I worked at the MVA the first day and we had no one come up for the fast track testing, then got stuck out on Winter Place for the rest of the weekend. This was one of the vendor sites. We got 8 riders without the M to test out. MVA didn't market it, I think next year we will have more. It was a Brain Bucket crowd, not one of the UNSAFE HELMET pamplets left my table! And we were handing out mini tire gages, as we handed them out we were asking... "when was the last time you checked your air pressure?" You would be surprised the majority of the answers I got was mostly, "Last time my bike was in service" And "about a month or longer" SCARY! K | ||

I'm in Maryland and I didn't know that this law in effect. Everything I see a scooter I never see plates on them though. | ||

Unfortunately they seem to be taking their time in Frederick County, as well. Still see tons of 'em buzzing around, trailing blue smoke, no helmet or tags. One guy in my neighborhood has one, puts either: a) his KID on his lap running up and down the street b) his wife (let's just say, neither of them is "slender") on the back No helmets in sight. Saw the elder pair actually cross Rt 15 on the thing, too. GOoooooOOOOOO..DARWIN. <sigh> The one bad side I've seen is, a 150 or so stepthrough with tags and helmet and gear (one good thing, I guess)....but on the highway. Tag = highway access. Not a good thing.... | ||
