I removed the cam gear cover and 2 cams came out with it .....now when I put things back in ,it seems like something is jacked up is this normal ?
I took the rocker box off ,put the cams in there proper place but when I tighten the rocker box the valve is depressed slightly even if the lifters are on the base circle

They are hydraulic lifters so they always have some pressure against the cams. This is why you need to remove rocker boxes before pulling the can cover, else you might damage the engine side bearing on each can.

ya I'm new to buell so I learn as I go.

thing is the rear cylinder (cams didn't pull out ) I could turn the cam gears by hand while they were on the base circle, and after removing the cam (to phase timing )and putting it back in I can't turn it by hand anymore it is putting pressure on the valve . will they bleed down after time ?

Is it just one valve, or both valves? IIRC, the push rods are not the same length for the intake and exhaust. If you mixed them up, then one will be tight, and the other will be loose.

the ones that came out ,when I put them back in are jacked as if the lifter piston moved up inside the lifter .

should I try to let it sit for a while with the rocker box tightened to see if they bleed off after some time?

As sifo said the pushrods are different lengths.
You probably have them in backwards

Can't be backwards I didn't even take them out.2 cams fell out removing the cover and now its like the lifters are longer(pumped up )
